Request for convening of timely DPCs and repatriation of PS Gr. B officers to Home Circle.

Your kind attention is invited to this Association’s letter of even number dated 16/6/2014 vide which it was requested to convene pending JTS DPC, supplementary DPC for promotion to cadre of PS Gr. B and issue repatriation order of PS Gr. B officers to their home circles, but till date these vital issues are not resolved despite several telephonic calls to the concerned officers of Directorate.
This Association would like to again bring to your kind notice that a large number of STS/JTS vacancies are lying vacant in each and every Circles since long and PS Gr. B officers are officiating against these posts creating resultant vacancies in Gr. B in Circles and imbalance thereof upto IP/ASP level affecting timely promotion in each cadre and repatriation of deserving PS Gr. B officers to their home circle. Secondly, supplementary DPC for the promotion to the cadre of PS Gr. B cadre is badly delayed for one or other the reasons best known to Directorate and regular DPC for the year 2014-15 is also overdue. Last year Directorate has timely convened regular DPC for the promotion to the cadre of PS Gr. B vide memo No. 9-33/2013-SPG dated 10/10/2013 and issued promotional orders of 156 officers.  
It is therefore once again requested to your kind honour to pass an orders to (a) convene pending JTS DPC for the year 2013-14 without further delay, and also start the process for the year 2014-15 (b) call for the records from all circles to convene regular DPC for promotion to the cadre of PS Gr. B for year 2014-15 and simultaneously convene supplementary DPC for PS Group B for 22 vacancies of 2013-14 (c) issue repatriation orders of PS Gr. B /JTS officers to their home circle against vacancies up to December 2014 before ensuing Ganesh Festival.
An immediate action along with a line of reply will be highly appreciated.

Aadhaar based Biometric Attendance System in Central Government Offices

The Narendra Modi government has ordered that an Aadhaar Enabled Biometric Attendance System (AEBAS) be implemented in all central government offices.
A circular issued to all central government offices in the capital today has also asked employees, of all ranks, to submit their contact details (email ID, residential address, telephone and personal mobile phone numbers) to the department of personnel and training that is with the Prime Minister’s Office.

Delhi police are already building a databank containing the cellphone number, email ID, name, rank and “personal number” and of every city cop, from constable to commissioner, on the orders of the PMO. A letter from the home ministry on August 5 had asked for such a databank, which will also include the municipality in which the cop lives. “All the station house officers are on the job,” an officer said.
The circular issued today does not give a date from which the new attendance system will be implemented. It says “Aadhaar number is mandatory to register attendance”.
At least one state — Jharkhand — has begun implementing the AEBAS. But a central government order means the system will have to be adopted across the country.
The system will be implemented in the capital first and then in all central offices outside New Delhi. The order is binding on all employees, including those in the armed forces.
To implement the system, all offices will have to install fingerprint scanners with Wi-fi Internet. The objective of the system, sources said, is “to check absenteeism and measure the time an employee spends in office and the time he or she checks in and checks out”.
Similar systems have been implemented in many corporate offices, both in the private and the public sector, though they are not based on Aadhaar, the card issued to citizens by the Unique Identification Authority of India that was headed by Nandan Nilekani and created by the UPA II government of Manmohan Singh in 2009.
The system will also seek to ensure that employees cannot backdate attendance or mark attendance for someone else.
On July 1, Nilekani had met Modi and finance and defence minister Arun Jaitley and given a presentation on the Aadhaar scheme that impressed the new regime.
Police clueless
Delhi police have been left befuddled by the message from the PMO asking for the databank.
“This is unprecedented. We are not clear about the objective behind it,” a senior officer said in private.
“It seems the PMO is going to be the new control room for everything: it will keep a tab on all government officials including the police,” conjectured an IPS official posted in the home ministry.
The Delhi police, who claim to be the world’s largest metropolitan force with their 80,000 personnel including nearly 50,000 constables, have thrown themselves into the massive exercise.
Delhi’s is the only police force in the country that is under the Union home ministry’s direct control. Police sources said the directive came in the form of a ministry letter dated August 5.
Additional deputy commissioner Mahesh Batra then wrote to all the zonal deputy commissioners to help prepare the databank.
“May kindly direct the concerned to collect the same from every employee under your control and feed the information by August 13,” says the letter, dated August 11, of which The Telegraph has a copy.
“There will not be an extension of this date, being time-bound requirement by Prime Minister’s Office….”
Not surprisingly, the deadline has been missed. A senior officer said the task would be completed by the end of this month.

1 (1) This Scheme may be called the Public Provident Fund (Amendment) Scheme 2014.

(2) It shall come into force from the date of its publication in the Official Gazette.

2 In the Public Provident Fund Scheme, 1968,

(i) in paragraph 3, in sub-paragraph (1), for the letters and figures ‘Rs.1.00,000, the letters and figures Rs.1.50,000 shall be substituted

(ii) In Form-A, in paragraph (iv), for the letters and figures Rs.1,00,000’, the letters and figures “Rs.1.50,000 shall be substituted.

Subject :- Economy in use of paper.
Ministry of Finance has been issuing instructions from time to time on expenditure management, fiscal discipline and on the need for economy and rationalization of Government expenditure. Government is one of the major consumers of paper. Injudicious use of paper not only leads to infructuous expenditure but also impacts the environment as trees are the major source of paper pulp production. Instructions on judicious use of paper have been issued by this Department in the past and similar instructions are also contained in the Manual of Office Procedure (MOP) published by Department of Administrative Reforms and Public Grievances. With a view to further stress the importance of economy In use of paper in Government offices, following instructions are issued for strict compliance by all concerned : -

(i) Notes should be typed/written on both sides of the paper/note sheet
(ii) Typing should be done in single space;
(iii) Policy instructions/guidelines issued through Orders, OMs, etc. may be uploaded on the official website of the Ministry/Department/Organization. Number of hard copies of such communications may be limited to the required minimum:
(iv) Office copies should not be typed again where the draft itself is legible and does not contain many corrections.
(v) Forms, proformas, returns etc., if any, stipulated by Ministries/ Departments/Organizations in connection the organizational mandate may be reviewed in relation to their size and format and should be recast and simplified/shortened in keeping with the recent directives from Cabinet Secretariat. Manual submission of forms, returns, etc,, wherever stipulated, either under statutory obligations or otherwise, should be discouraged, Switching over (oc-forms, online submission of forms/returns, etc., may be encouraged.
2. All the Ministries/Departments, attached, subordinate offices and autonomous or statutory bodies funded by GOI may comply with the above directives. Suitable instructions on above lines may be issued by line Ministries/Departments of GOl in r/o organizations/entities or field establishments under their administrative control,

We, therefore, humbly request you to kindly favourably consider our demand of payment of Interim Relief and Merger of Dearness Allowance with pay as Dearness Allowance, has since crossed the value of 100% on 1st January, 2014 and a number of Government Employees are superannuating every month,who would be deprived of the benefit of the same.

Seven Ways To Be A Good Employee And Make Your Boss Happy

Aiming to please your boss isn't about kissing up. When your goal is to make your manager more successful-rather than just yourself-you'll grow as an individual performer, as a professional, and as a part of the team, especially if you're just beginning your career.

It's not complicated; it just requires a decision and commitment on your part to make it happen. Here are some starter tips for making your manager's life-and job-easier on a daily basis.

1. Get to Know Your Manager

You can't make your boss' life easier if you don't understand how he or she fundamentally operates. So, your first step is to figure out what he needs from you-and how you should deliver it.
Does he prefer updates delivered in written form or verbally? Spreadsheets or PowerPoint slides? Does he want information conveyed via email, during a team meeting, or on a voicemail?
Getting to know your manager and his preferences will help you deliver the information he needs, the way he needs it. And who doesn't appreciate that?

2. Know Your Boss' Goals

As an employee, you may be so focused on your own goals that you forget that you're actually there to support your manager achieving her goals. So, make it your job to understand the goals, numbers, projects, and other deliverables your boss is accountable for.
It's as simple as asking your manager as part of your one-on-one meetings, "If I'm aware of your goals and priorities, I can better support you in achieving them. Can you share these with me, so that I can help you succeed?" Once you understand her goals, you'll be able to produce deliverables that support her success.

3. Never Let Your Manager Be Blindsided

One rule I always asked my teams to abide by was to never let me be blindsided. In short: No surprises.
So, if you suspect that one of your customers is getting really ticked off and is about to escalate over you-and over your boss-to the VP of customer service, you need to let your manager know. Otherwise, she'll be completely blindsided by the situation, unprepared to handle it, and likely, not too happy with you.
A blindside creates frustration and chaos that usually ends up in a major time-wasting fire drill. Avoid it, and believe me, your manager will thank you.

4. Don't Expect Your Boss to Spoon-Feed You

It may sound harsh, but no manager wants to babysit an employee. So if you have questions about health insurance, where to find the pencils, or how to file an expense report, find a colleague who can help you get your answers.
Save one-on-one time with your boss for work-related matters that require collaboration; issues that allow you to flex your intellectual muscles and prove your worth as an employee.

5. Meet (or Beat!) Your Deadlines

When you get an assignment from your manager, enthusiastically commit to the deadline (this means "I'm on it!" not, "I'll see what I can do"). Then, aim to deliver it at least a day early.
This gives your boss time to flex and adapt in case something comes up-and it always does-rather than sweating it out for you to deliver something at the very last minute.

6. Offer Solutions, Not Problems

Your job is not to constantly point out problems that arise, but rather, to proactively start thinking about what solutions could help address those challenges.
For example, you should never walk into your boss' office to complain about how the shipping department can never get anything out on time. Instead, you should first go to the shipping department, have a conversation about what can be done to improve the situation, and see what you can do to help.
Then, when you do go to your boss about it, you'll be able to let him or her know the action you've already taken to start solving the problem.

7. Do What You Say; Say What You Do

If you say you'll finish a report by Friday for the team update, but you come in Friday morning unprepared because "other things came up," people will probably complain to your manager.
And if that's not enough, if your manager was counting on that report to take the next steps on a project or to present to the executive team, it will inconvenience (read: annoy) him or her even further.
People who are accountable for their actions and follow up on their commitments are dream employees-and their bosses know they can count on them, no matter what.
Employees who work to make their managers successful are golden. Your manager has a tough job-the stress and pressure of which may not be abundantly evident to you. So, help your manager out and develop your own skills at the same time, by doing everything you can to make your boss' job easier. When you're a manager, you'll appreciate the same.

Action against “habitually late” employees to be intensified

Cabinet Secretary Ajit Seth has asked Secretaries of all central departments to intensify the crackdown on government employees who are found to be “habitually late” in reaching office. Seth, in his July 31 missive, has specifically cited concerns expressed by Prime Minister Narendra Modi in this regard. Stating that the onus lies on the Secretaries to make the staff more work-oriented, the letter says that Modi has taken cognizance of some official reports which say that there has been no visible improvement in the ambience of the workplaces while “some officials have been habitually coming late” to work.“In some departments, the ministers have noticed the laxity in this regard. The PM has expressed concern over these reports,” says the letter. The government is waiting for the success of its drive to make its employees punctual, which can happen on “continued perseverance by every employee,” it says. Cautioning the Secretaries against any “slippages” in this regard, Seth has asked them to review the situation on a sustained basis. At a meeting with the Secretaries in June also, Seth had emphasised the need to ensure punctuality and attendance. Two Secretary level officers told The Indian Express that a Joint Secretary level officer has been informally deputed in each ministry to keep a check on attendance. Though the letter does not spell out the punitive action in case of continued poor attendance, it is learnt that the defaulters may have to take compulsory leave.

PM invites ideas from people on the new Institution to replace the Planning Commission

The Prime Minister, Shri Narendra Modi, has invited ideas from people on what shape the new institution to replace the Planning Commission can take. A special open forum has been created on the website mygov.nic.in for suggestions on the new institution.

"We envision the proposed Institution as one that caters to the aspirations of 21st century India & strengthens participation of the States.... Let the ideas flow," the Prime Minister said.

Children Education Allowance for Central Government Employees - Annual Ceiling and Details of Admissible Institutions

While answering to a question in Parliament on 18.7.2014, Finance Minister Shri Arun Jaitley said in a written form regarding the details of Children Education Allowance that it has been informed by the Department of Personnel and Training that the annual ceiling limit for reimbursement of Children Education Allowance (CEA) is 18,000/- per child. The Hostel Subsidy shall be 4,500/- per month per child. 

The annual ceiling for reimbursement of CEA for disabled children of Government employees is 36,000/- per annum per child and the rates of Hostel Subsidy for disabled children of Government employees is 9,000/- per child per month
These revisions are applicable with effect from 1st January, 2014
The reimbursement is admissible for the children studying in institutions affiliated to any Board or recognised institution, whether in receipt of Government aid or not, recognised by the Central or State Government or Union Territory Administration or by University or a recognised educational authority having jurisdiction over the area where the institution is situated.

Smt. Rajni Razdan takes over as Chairman, UPSC

Smt. Rajni Razdan, Member, Union Public Service Commission, took the oath of office and secrecy as Chairman, Union Public Service Commission (UPSC) here today. The oath was administered by Prof. D.P. Agrawal, outgoing Chairman of the Commission.

Smt. Razdan, an Indian Administrative Service Officer of Haryana Cadre of 1973 Batch, joined the Commission as Member on April 19, 2010. Prior to joining the UPSC, she was Secretary, Department of Pension & Pensioners’ Welfare and Administrative Reforms & Public Grievances. Smt. Rajni Razdan has held various important positions in Government of India and Government of Haryana.

Instructions from the Department of Personnel & Training (DoPT); Civil Services (Preliminary) Examination, 2014


Candidates taking Civil Services (Preliminary) Examination, 2014, being conducted by the Union Public Service Commission on 24 August, 2014 may note the following:-
1.      The Paper II of the CSE (Preliminary) is of 200 marks and 2 hours duration. It contains a section on English Language Comprehension Skills (Class X Level). It contains some questions based on a few paragraphs in English.
2.      The Union Government has decided that for the Civil Services (Preliminary) Examination, 2014 to be held on 24th August, this section on English Language Comprehension Skills (Class X Level) will not count for gradation or merit.
3.      The Paper-II would contain a section on English Language Comprehension Skills (Class X Level). Candidates must therefore note that they do not have to answer the questions on this English Language Comprehension Skills (Class X Level) section. These questions will not be evaluated.
4.      However, the duration of the Paper II would remain 2 hours and candidates can utilize the entire time in answering all questions except those in the Section containing English Language Comprehension Skills (Class X Level).
5.      The maximum marks for Paper II would be “200 minus the marks earmarked for the English Language Comprehension Skills (Class X Level)”.
6.      Candidates must note that the section on English Language Comprehension Skills (Class X Level) would not count towards gradation or merit. Even if they attempt it, marks will not be counted for gradation or merit.

1. Repatriation of PS Gr. B officers to their parent circle. 
     
     It is learnt that due to some administrative reasons information received from circles is not summarized. Clearance from Transfer and Placement committee is required before issue of orders.    

2. Supplementary DPC for the cadre of PS Gr. B

     It is confirmed that CRs/APARs from Odisha circle received at Directorate. As on date information from Bihar / Haryana / Kerala / Rajasthan / UP and WB is required at Directorate. Details of information required have already been placed on the blog. CS of these circles will once again see it and act accordingly. Due this, regular DPC for PS Gr. B may delay. An immediate action from CSs of these circles are required. 

3. DPC for promotion to the cadre of JTS Gr. A for the year 2013-14

     Information of following two officers are yet not received at Directorate:
 
a)   Shri S. Modi (Odisha) : ACRs/APARs not received at Directorate.
b)  Shri P. R. Alia (Uttar Pradesh) : CRs for 2007-08 (from Uttarakhand Circle) and APARs 2007-08, 2009-10 and 2010-11 (from UP circle) not upgraded by circles.  

4. DPC for promotion to the cadre of JTS Gr. A for the year 2014-15. 

   It is learnt that Directorate desire to keep the record ready to hold DPC for 2014-15 in near future. CRs/APARs of officers in the ZOC is being called for from all circles by hand through concerned circles APMG (Staff)/AD (Staff) by giving specific date.

Central Government Employees under Lokpal Act, 2013

Under the Lokpal and Lokayuktas Act, 2013, it is mandatory for every public servant, which includes Central Government employees also, to declare assets and liabilities in the manner provided by or under the said Act. 
Government has notified the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014, under the Lokpal and Lokayuktas Act, 2013, laying down the form and manner of submission of information and annual return. 

Minister of State in the Ministry of Pesonnel, Public Grievances and Pensions Dr. Jitendra Singh gave this information in Rajya Sabha on 14.08.2014 in a written reply to a question by Shri Prabhat Jha.

Reservation in Private Sector

Government of India has a policy on reservation for Scheduled Castes (SCs)/ Scheduled Tribes (STs) and Other Backward Classes (OBCs), which is also applicable to the Central Public Sector Enterprises (CPSEs).

Numerous representations have been received from public representatives and various organizations for reservation in private sector.

A high level Coordination Committee has been constituted in October 2006, to carry forward the dialogue with the Industry on Affirmative Action in the Private Sector. It has been holding meetings with the Apex Chambers of Industries from time to time. Federation of Indian Chambers of Commerce and Industry (FICCI), Associated Chambers of Commerce and Industry of India (ASSOCHAM) and Confederation of Indian Industry (CII), have developed their respective Codes of Conduct on affirmative action for adoption by their members. These Codes of Conduct provide, inter alia, for inclusive policies and non-discrimination. The progress made by the Apex Chambers in this regard is reviewed in the meetings of the Coordination Committee.

This information was given by the Minister of State for Social Justice and Empowerment, Shri Sudarshan Bhagat in a written reply to a question in Lok Sabha here on 12.08.2014.

Bharat Ratna Award

Bharat Ratna is the highest civilian Award of the country. It is awarded in recognition of exceptional service/ performance of the highest order in any field of human endeavour. The recommendations for the Bharat Ratna are made by the Prime Minister to the President of India. Although no formal recommendations for Bharat Ratna are necessary, the recommendations have been received for Bharat Ratna to Late Major Dhyan Chand from several quarters. These recommendations have been forwarded to the Prime Minister’s Office.

Shri Kiren Rijiju MoS (Home) gave this information in Lok Sabha on 12.08.2014 in a written reply to a question by Shri Bhairon Prasad Mishra.

CHQ News....

1. Supplementary DPC for the cadre of PS Gr.B :
     
     As on date requisite information from Bihar / Haryana/ Kerala / Odisha / Rajasthan / UP and West Bengal circle are said to be not received at Directorate. Only MP circle has submitted information since 28/7/2014. It is not understood as to why CS and CHQ office bearers of these circles are not pursuing the issue with their circles. This DPC is badly delayed for want of information from Circles only. Maximum number of candidates  CRs/APARs from Bihar and UP circle are required. Due to slow work, regular DPC may also take much time and for that CHQ will not be held responsible. 

     CS and CHQ office bearers of above circle are finally requested to meet the concerned officers of their circles and arrange for submission of CRs/APARs of officers (as stated in note dated 29/7/2014) to Directorate before 13th August 2014. 

2. Repatriation of PS Gr.B officers to their parent circle :

     It is learnt that all circles have submitted the information. After completion of consolidation work, file is likely to be submitted to transfer committee members for taking the decision. Out come is expected before Independence Day. 

Proposal to amend Indian Post Office Act

The government today said it is considering a proposal to amend the Indian Post Office Act, making postal authorities responsible for non-delivery or loss in transit of articles for consumers.
 
"The proposal to amend the Indian Post Office Act, 1898, is under consideration which includes the examination of the scope of making postal authorities responsible for non-delivery or loss in transit of the articles of consumers," Minister of Communications and IT Ravi Shankar Prasad said in a written reply to Lok Sabha.
 
On a query if Indian Post is losing its share to the operations of private courier companies, the Minister said the share of both the traffic and revenue of Speed Post have been increasing over the years.
 
"Study on Speed Post conducted through the Indian Market Research Bureau International, reveals that the share of Department of Posts in the overall courier market has increased from the range of 15.1 per cent to 18.3 per cent in the year 2010-2011, 16.7 per cent to 19.8 per cent in year 2011-12 and 17.4 per cent to 20.2 per cent in year 2012-13," he added.

Population norm for Metro Rail Projects to be reduced to 10 lakhs from the present 20 lakhs

DMRC to scale up renewable energy use to 20 MW of solar power in 3 years

Urban Development Minister Shri M.Venkaiah Naidu today said that keeping in view the growing popularity of and demand for Metro Rail services, government is considering reducing the population norm for financing Metro Projects. He spoke about the need for ‘smart infrastructure’ in urban areas after dedicating to the Nation the 500 MWP Solar Power Plant of Delhi Metro Rail Corporation (DMRC) here today. Minister of Power, Coal and New and Renewal Energy Shri Piyush Goyal was also present on the occasion. The solar power plant, meant to meet part power needs of Dwarka Sector-21 Metro Station was switched on remotely using web link at Metro Bhawan.

Shri Naidu further said that National Urban Transport Policy, 2006 is under review keeping in view the imperative need for improving public transport services in urban areas in the context of growing urbanization and attendant challenges. He said that at present, central government is financing Metro Projects in towns/cities with a population of 20 lakhs and above and this norm is proposed to be reduced to ten lakhs.

Underlining the need for ensuring ‘energy security’ of the country through reduced dependence on oil imports, both the Ministers referred to the need to scale up speedily renewable energy use through promotion of appropriate technologies based on Prime Minister’s dictum of ‘Speed, Scale and Skill’.

The Ministers’ unveiled DMRC’s Solar Power Policy of DMRC which seeks to reach a level of renewable energy use of 20 MW in the next three years. Shri Goyal said that keeping in view the need and ability of DMRC, this goal be reached in one year.

Shri Venkaiah Naidu who travelled by Air Port Metro Rail Line this morning, complimented DMRC for increasing the ridership on this line by over 30% per month besides reducing operational losses since it took over the line in July, 2013. He said he has been regularly using this line as it affords ‘no stress, no tension’ travel.

MV Act to be Replaced

The Ministry of Road Transport and Highways is working on a proposal to replace the “Motor Vehicles Act, 1988”. In a written reply in the Rajya Sabha today, the Minister for Road Transport, Highways and Shipping Shri Krishanpal Gurjar said the new Act which will inter alia facilitate technological intervention and information technology based systems to ensure efficient and safe transport systems in the country. State Governments/Union Territory Administrations have been requested to send their view on the new legislation. The Minister said that the best practices in leading countries of the world are being taken into account while drafting the new Act.

Sub: Withdrawal from the list of Diagnostic Labs and Imaging Centers empanelled under CGHS, Delhi – as per recommendations of the Ethics Committee of Medical Council of India.
With reference to the above mentioned subject it is stated that subsequent to the sting operation titled “Operation Jonk” aired by a TV Channel, the Ethics Committee of Medical Council of India conducted an enquiry into the matter as per the directions of Ministry of Health & Family Welfare. 
In the interim report submitted by MCI, nine Diagnostic Centers have been prima facie found involved in unethical medical practices. In view of the recommendation of the Ethics Committee of MCI, it has been decided that pending investigation the empanelment of these centres with CGHS be withdrawn.

Extension of working hours of Central Government employees

While answering to a question in Rajya Sabha, Minister Shri Jitendra Singh said there is no proposal to extend the working hours beyond 40 hours a week for Government employees by making each or alternate Saturday a working day or sticking to the present 5 days week system with extended daily work hours from 8 a.m. to 6 p.m.

And he also said, the 6th CPC had recommended continuation of the five day week with 40 hours of working in the offices of the Central Government.

Expected DA July 2014 – Finally it concludes at 7%

As anticipated by all, the expected DA from July 2014 concluded at 7%.
With the announcement of the AICPI(IW) points for the month of June, the calculation of the additional dearness allowance for central government employees and pensioners from July onwards have ended. The percentage of Dearness allowance and Dearness relief to be paid from July 2014 will be increased by 7%.
Based on the recommendations of the 6th Central Pay Commission, in order to meet the rising expenses of essential commodities and inflation, dearness allowance is given twice every year to the central government employees – from January to June and from July to December – calculated on the basis of the All India Consumer Price Index of Industrial Workers Base Year 2001=100.

The most recently released AICPIN points for the month of June have increased by two and now stands at 246. Since the AICPIN points have increased by two, the dearness allowance percentage arrived at 107.25, is to be calculated, after ignoring the decimal points, as 7%. This will be officially announced by the Central Government after approval of Unionn Cabinet committee in the month of September.
The last two installments, 10% dearness allowance was being paid to the employees. Many wonder why it has come down to 7% this time. There are two main reasons for this, one is AICPIN points, and another is the method of calculating DA. One has to also keep in mind the fact that dearness allowance of 10% was also given based on the same calculations.
The fact is, the next two additional dearness allowances (Expected DA from January 2015, and expected DA from July 2015) are not likely to cross 5%.
