A Government servant can draw the Leave Travel Concession advance 65 days before the proposed date of outward journey.

 

Indian Railways has fixed the advance reservation period as 120 days excluding the date of journey w.e.f. 01.04.2015 for all long distance mail/express trains as well as Shatabdi Express trains.

The issue of any change in instructions relating to drawal of advance for LTC has to be decided keeping in view all factors including changes made by the Railways, as well as financial implications.

This was stated by the Minister of State in the Ministry of Personnel, Public Grievances and Pensions and Minister of State in the Prime Minister’s Office, Dr. Jitendra Singh in a written reply to a question by Shri Kiranmay Nanda in the Rajya Sabha on 24.07.2015..

Is there any connection between the report of 7th CPC and OROP announcement?

 

“Is there any connection between the submission of report of 7th CPC to Central and the announcement of OROP to Defence Personnel?”

The 7th Pay Commission has announced through on its portal last month that the task was given by the Government to the commission will be completed within the time frame and the commission will submit its recommendations before September this year to Central Government.

Some believe that the two reports could be linked.

“The 7th Pay Commission is all set to submit its report to the Government before August 15.”

“The Prime Minister is expected to announce the implementation of OROP in his Independence Day address to the nation.”

According to unofficial sources, the 7th Pay Commission is going to submit its report to the Government before August 15. The fact that the commission has completed its work much ahead of its deadline is indeed commendable. This is the first time in the history of Pay Commissions that a Commission has completed its report ahead of its deadline. Pay Commissions are synonymous with arrears. Last time, 20-month arrears were paid in two installments. If the new Pay Commission’s recommendations are implemented on time, it would be another first – the first to not have any pending arrears.

On June 24, the Pay Commission itself said on its website that the report-preparation is in its final stage, and that work will be completed on schedule. The announcement was welcomed by Central Government employees, and helped clear lot of doubts in their minds.

www.gservants.com has plenty of unconfirmed reports on various issues related to the 7th Pay Commission, including a minimum basic pay of Rs.21000, removal of the Grade Pay system that was introduced by the 6th Pay Commission, and a uniform 2.86 pay scale for all grades. The website also said that the railway employees federation had confirmed that the 7th Pay Commission will submit its report on August 30. This created tremendous excitement among Central Government employees.

Meanwhile, a popular English newspaper reported that the Pay Commission will submit its report towards the end of October.

In the midst of all these uncertainties, there comes another unconfirmed report that the recommendations will be submitted well before August 15. It adds that the Prime Minister will also announce the OROP scheme in his Independence Day speech.

We have been unable to find out if the 7th Pay Commission has any recommendations on OROP. But, there is wide expectation that the report will have some suggestions related to it.

India Post to Release Series of Stamps on Well Known Singers, Writers, Freedom Fighters, Painters and Dancers

Promote Philately in Childrens- Ravi Shankar Prasad

The Government has decided to release series of stamps on Singers, Writers, Freedom-fighters, Painters and Dancers. It has also decided that ceremonial stamps issued so far may also be made available in all post offices for easy purchase by the public. The philatelic advisory committee which met under the Chairmanship of Minister for Communication & IT, Shri Ravi Shankar Prasad yesterday also decided that stamps with picture postcards may be release on tourist places in India such as Taj Mahal, Ajanta and Ellora, Belur Math, Khajuraho etc.

Shri Ravi Shankar Prasad also directed the department to conduct a letter writing competition at district level with suitable awards for the winner to promote philately among children’s. He also directed that a series of stamps on Charkha be released on 2nd October, 2015.

Further, Minister of Communication & IT also suggested having designs of philatelic stamps through crowd sourcing. Commemorative postage stamp on “Swach Bharat”, the theme of Clean India was released by Department of Posts, on 30.01.2015, the design was decided through open competition. A commemorative postage stamp on Women Empowerment is being released on 15th August, 2015, the design has been decided by crowd sourcing. The MOC&IT also desired to bring technology in philately. Mobile app should be developed so that people can have information about philatelic stamps. Social Media should be used for promoting philately.

Facebook on Philately has been introduced which has brought out awareness to the people throughout the globe. The Philatelic Advisory Committee (PAC) members comprising of eminent persons from various fields such as art, literature, music, dance participated in the meeting. In this context, it is to inform that the Philatelic Advisory Committee (PAC) members gave their valuable suggestions in the above mentioned fields and also discussed the steps to be taken for promoting Philately among the public of various age groups. Suggestions were made for promoting philately through Culture and Policies also. Joint Issues released by Department of Posts, promote Philately through Culture.

Cabinet condoles death of former President Dr. A P J Abdul Kalam

The Union Cabinet has expressed profound sorrow at the sad demise of former President of India, Dr. A.P.J. Abdul Kalam. In a resolution passed at a special Cabinet Meeting this morning, it said, “in his passing away the country has lost a visionary scientist, a true nationalist and a great son”. The Cabinet met under the Chairmanship of Prime Minister, Shri Narendra Modi and extended its heart-felt condolences to the bereaved family on behalf of the Government and the entire nation. The former President breathed his last at Bethany Hospital, Shillong, Meghalaya on 27th July, 2015.

The following is the text of the Resolution:

“Born on 15th October, 1931 at Rameswaram in Tamil Nadu, Dr. Avul Pakir Jainulabdeen Abdul Kalam, specialized in Aeronautical Engineering from Madras Institute of Technology. Dr. Kalam made significant contribution in developing India's first indigenous Satellite Launch Vehicle and made India an exclusive member of Space Club. Popularly known as the "Missile Man of India', Dr. Kalam was responsible for the development and operationalisation of AGNI and PRITHVI Missiles. He gave thrust to self-reliance in defence systems by introducing Light Combat Aircraft.

Dr. Kalam was the Scientific Adviser to Defence Minister and Secretary, Department of Defence Research & Development during 1992-99. During this period, strategic missile systems were developed and the Pokhran-II nuclear tests were conducted. Dr. Kalam had served as the Principal Scientific Advisor to the Government of India, from 1999 to 2001 and was responsible for evolving policies, strategies and missions for many development applications and piloted India Millennium Mission 2020.

In his literary pursuit, Dr. Kalam's books - "Wings of Fire", "India 2020 -A Vision for the New Millennium", "My journey" and "Ignited Minds -Unleashing the power within India" became household names in India and abroad.

Dr. Kalam was passionate about transforming society through technology, in particular by inspiring the youth of India to harness science and technology for human welfare.

Dr. Kalam was the recipient of many national and international awards including honorary doctorates from 48 Universities from India and abroad. He received the country's highest civilian Award "Bharat Ratna" in the year 1997. Eventually, from a very humble beginning, he rose to the highest office of the Country and served as the 11th President of India from 2002 to 2007. During his tenure, he was affectionately known as the People's President.”

7th Pay Commission contemplates to recommend the Compensatory City allowance again

Sources said that the 7th CPC may recommend the Compensatory City allowance in its report for Central Govt employees. Upto 5th Pay Commisson, CCA has been granted to all CG Employees and we all know that the 6th CPC has abolished. The NC JCM Staff Side strongly suggested in its memorandum to introduce again the CCA to submitted to 7th Pay Commission earlier. The unconfirmed sources said, the CCA will come with two criteria as granting in the 5th CPC.

 

The Compensatory City allowance has been granted to Central Government employees since the First Central Pay Commission. This allowance was sanctioned to compensate for the high cost of living in bigger cities classified as such for grant of house rent allowance. Upto 3rd CPC it used to
be certain percentage of pay for different pay ranges and different classified towns. The 4th and 5th CPC, however, recommended lump sum amounts as CCA. 5th CPC in para 106.10 (Pge 1582) of their report has commented that :

“We also do not support the demand for making CCA a percentage of basic pay because this amounts to admitting a firm and casual relationship between CCA and income.”

When it is admitted that CCA is essentially an allowance given to offset the imperfection in Dearness allowance as a measure of relative expensiveness of classified Cities, it really becomes an additional DA. When the DA is at a percentage of Pay, how can CCA not be fixed as a percentage of pay. The basis on which the lumpsum amount of CCA was recommended by the 4th and 5th CPCs had also not been disclosed and therefore, it appears to be an arbitrary decision.

 

The 6th CPC on the other hand recognised that the only two factors viz. accommodation and transportation contribute to high cost of living in classified towns. They, recommended the revised HRA and Transport allowance to adequately compensate for relative expensiveness of the classified cities. In view of that contention, they stated that the CCA stands subsumed in Transport allowance. We are unable to agree with the idea of subsuming CCA in Transport allowance as recommended by the 6th CPC on the consideration that the relative expensiveness in bigger cities is only on account of problems of accommodation and transportation. There are various other factors due to which the expensiveness of a particular city either increases or decreases. CCA was a component in determination of overtime allowance prior to the implementation of the 6th CPC recommendations. By allowing this to be subsumed in the transport allowance, it became difficult to factor the CCA component in the computation of over time allowance.

 

For these reasons, we propose the Commission to recommend the following rates of City Compensatory allowance

 

 

Retirement Age of Central Government Employees Controversy Begins Again

“Retirement age for Central Government employees is 60 years now. It was raised to 60 from 58 in 1998(Dopt order), when the then NDA Government led by Atal Bihari Vajpayee”

Last year, there were rumours that the centre was planning to raise the retirement age from 60 to 62. This time, retirement age makes headlines one again that the superannuation age may be decreased to 58.

 

Last week the most popular website for CG Employees, www.gservants.com has published an article about the recommendations of 7th CPC, as unconfirmed news. In this, 7th CPC may recommend for reduce in age of retirement of CG Employees will be in two criteria. The retirement age as the completion of 33 years of service, or at the age of 60, whichever comes first. The panic was further increased by similar claims on Facebook and Whatsapp also, because the criteria for retirement as at the age of 58 or completion of 33 years.

 

If an employee joins central government services at the age of 27, he would complete 33 years of service at the age of 60. If he had joined the services before the age of 27, his position becomes tricky. If someone joins the central government services soon after graduation, at the age of 20, he will be forced to retire at the age of 53.

 

On the internet, this condition was distorted as 33 years of service or 58 years of age, whichever comes first. This caused great worry to all because the 60/33 rule would affect only those who had joined the service before the age of 26, but the 58/33 rule would lead to all those who had joined after the age of 28 to lose two years of service. Also worth noticing is the fact that the service period is very short in such cases.

Nobody is sure yet if the 7th Pay Commission will include the recommendations on retirement age in its report to the government. But, discussions were held on this issue. There is no information about when the decision will be implemented.

After May 1998 – 60 Years and …!

 

Reducing 60 to 58 is like ‘losing the sword and growing the tail.’
