NEW HSG-II & HSG-I RECRUITMENT RULES

   After publication of HSG II New Recruitment Rules (few months back) and HSG-I New Recruitment Rules (two days back) many officials are under the impression that the length of qualifying service in LSG & HSG-II  for next promotion is changed for all officials as per the new Recruitment Rules.  It is not so.  In the HSG-II and HSG-I Recruitment Rules there is a clause which states that as far as the existing LSG & HSG II officials (as on date of publication of the new RRs) the length of service as per the old Recruitment Rules is enough  for promotion of HSG II and HSG-I.  The new length of service condition is applicable only to those officials who get promotion to LSG & HSG II after the notification of the new RRs.
       Earlier IP Line officials are posted against HSG-I Postmasters post on promotion as ASP. As per the new HSG-I Recruitment Rules all the HSG-I posts are earmarked for promotion to General line HSG-II officials and there is no IP line posts in the HSG-I now.

7 CPC-- Visit Bengaluru between 25th to 27th August 2014

The commission has, in its first phase of interaction, been seeking the views of various stakeholders on its terms of reference. To this end, meetings have been held in Delhi with various organisations and heads of various agencies.
In its second phase of interaction, the Commission plans to hold meetings in different parts of the country to facilitate stakeholders staying in various areas to present their views personally before the Commission and ensure larger representation. This exercise is being undertaken to enable the Commission to get a firsthand impression about the functioning and the condition of service prevailing in different parts of the country.
Accordingly, the Commission, headed by its Chairman, Justice Shri A. K. Mathur, proposes to visit Bengaluru between 25th August and 27th August 2014. The Commission would like to invite various entities/associations/federations representing any/all categories of employees covered by the terms of Reference of the Commission to present their views.
Your request for a meeting with the Commission may be sent through e-mail to the Secretary, 7th Central Pay Commission at secy-7cpc@nic.in . The memorandum already submitted by the requesting entity may also be sent as an attachment with this e-mail. An early response in this regard would facilitate proper scheduling of the meetings.

Aadhar Grievances


A complaint redressal mechanism has been established by UIDAI under which a Contact Centre has been setup to serve as a helpline, with a Toll Free Numbers 1800-300-1947 or short code 1947.  Grievances/complaints are also received on e-mail id help@uidai.gov.in.           Giving this information in a written reply in the Lok Sabha today, the Minister of State for Planning, Statistics and Programme Implementation (Independent Charge)  and Minister of State for Defence Shri  Rao Inderjit Singh said grievance redressal cells have been established at UIDAI headquarters at New Delhi as well as at each of the eight Regional Offices : Bangalore, Chandigarh, Guwahati, Hyderabad, Lucknow, Mumbai, New Delhi and Ranchi.

UIDAI has established a process for correction of enrolment details under which correction has to be done by residents within 96 hours of their enrolment. In addition, UIDAI has also set up an update facility for updating demographic attributes of residents after Aadhaar generation. This update facility is provided through a Self Service Update Portal (SSUP) and also through Permanent Enrolment Centres (PEC). Under SSUP facility, resident can update their Aadhaar information online and submit the support documents by uploading scanned copies online. Resident can also send update request with supporting documents through post.  So far a total of 37,34,584 corrections and 22,61,830 updates have been carried out. More than four thousand PECs are operational for providing update services, the Shri  Rao Inderjit Singh informed the House.

Railways will Run Six More Trains Connecting Shri Mata Vaishno Devi Katra


Indian Railways will run six more trains connecting Shri Mata Vaishno Devi Katra to various destinations in the near future. These trains are:-
·        Kalka-Katra Express (bi-weekly) via Morinda
·        Bandra (T)-Katra Premium Express
·        Howrah-Katra Premium Express
·        Yesvantpur-Katra Premium Express
·        Ahmedabad-Katra Express (weekly)
·        Kamakhya-Katra Express (weekly)
At present, the following trains are running upto Katra :-
·        22461/22462 New Delhi-Shri Mata Vaishno Devi Katra Express.
·        74909/74910 Pathankot-Shri Mata Vaishno Devi Katra DMU.
·        74905/4906 Jammu Tawi-Shri Mata Vaishno Devi Katra DMU
·        74907/74908 Jammu Tawi-Shri Mata Vaishno Devi Katra DMU

OPENING OF BASIC SAVINGS ACCOUNT, WITHOUT DEPOSITING ANY AMOUNT, IN ANY POST OFFICE

The Small Savings Schemes that are currently in operation in the country are: Post Office Savings Account, Post Office Time Deposits (1,2,3 & 5 years), Post Office Recurring Deposits, Post Office Monthly Income Account, Senior Citizens Savings Scheme, National Savings Certificate (VIII-Issue), National Savings Certificate (IX-Issue) and Public Provident Fund.

The above accounts can be opened by a person who has attained the age of majority and is of sound mind, except the Senior Citizens Savings Scheme which can be opened by a retired person who has attained the age of 55 years or 60 years on the date of opening of account. The accounts can be opened by an individual and the guardians on behalf of minor also.

Benefits of small savings schemes are equally available to all persons which include weaker sections of the society.

With the objective of facilitating payment of various Government benefits transferred under different schemes of Central and State Government, a new category of savings account called ‘Basic Savings Account’ was notified. An individual adult and also a guardian of any minor, including people from the weaker sections, whose names are registered for any Government Welfare Scheme, may avail benefits from the said schemes. They can open Basic Saving Account, without depositing any amount, in any post office for the said purpose.

PM encourages self-certification in place of affidavits and attestations to benefit the common man

  • All Union Ministries and State Governments asked to make provision for self-certification and abolition of affidavits, not required by law

• PM steps in to reform the public service delivery system, bridge governance deficit
The Prime Minister, Shri Narendra Modi, has sought minimum use of affidavits and shift to self-certification, so as to benefit the common man.

In a citizen-friendly initiative, all Ministries and Departments of the Union Government, and all State Governments, have been asked to make provision for self-certification of documents in place of affidavits.

The requirement of attestation by Gazetted Officer is also sought to be replaced by self-certification by the citizen.

Under the self-certification method, the original documents are required to be produced at the final stage.

The Prime Minister, during his meeting with all Union Secretaries on June 4th, 2014, had spoken of reforming the public service delivery system, and bridging the governance deficit. This measure is a start in that direction. It is expected to benefit the people immensely, as all affidavits not required by law shall eventually be done away with.

In communications addressed to all Secretaries of the Union Government as well as the Chief Secretaries of States/Administrators of Union Territories, the Department of Administrative Reforms and Public Grievances has noted that “obtaining either an attested copy or affidavit not only costs money to the poor citizen but also involves wastage of time of the citizens as well as of the Government officials.” The Department has called for a review of the existing requirement of affidavits and attestation by Gazetted Officers, and replacement by self-certification.

In case of false self-certification, relevant provisions under the Indian Penal Code would apply.

Submission of declaration of assets and liabilities by the public servants - DOPT Orders

Subject: The Lokpal and Lokayktas Act, 2013 - Submission of declaration of assets and liabilities by the public servants
The undersigned is directed to refer to the subject mentioned above and to say that the Government has since notified the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the limits for Exemption of Assets in Filing Returns) Rules, 2014 under the Lokpal and Lokayuktas Act, 2013 on 14.07.2014. The same is available in the website of this Department.

2. Every public servant is now required to file declaration, information or return, as the case may be regarding his assets and liabilities as on 31st March every year, to the competent authority, on or before the 31st July of that year. Every public servant is also required to file revised declarations, information or as the case may be, annual returns as on the 1st August, 2014, to the competent authority on or before, 15th September, 2014.
3. All Ministries/ Departments are, accordingly, requested to bring the provisions of the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the limits for Exemption of Assets in Filling Returns) Rules, 2014, to the notice of all CSS Officers under their administrative control.
4. The web based cadre management system will be modified to include all the forms now prescribed under the above quoted rules. However, it will take some time before it is incorporated in the system and made operational for filing of declarations, returns etc. In the meanwhile all CSS Officers are advised to file hard copy of the revised declarations, information and returns to their Ministries/ Departments well before the closing date of 15.9.2014. Ministries/ Departments are requested to forward the declarations, information, returns submitted by US and above level officers of CSS to CS.I Division, DoPT for records. A
