Inauguration of AMPC, Kolkata


AMPC, Kolkata inaugurated by Dr. Kruparani Killi, Hon’ble Minister of States for Communication & IT

at 12:30 hrs. on 27.01.2013
 
Prof. Saugata Roy, Member of Parliament and Smt. Chandrima Bhattacharya, Hon'ble Min.of States law and Judicial (independent charge) and Health and family welfare department, WB Government,were chief guest and  Special Guest in this inauguration respectively.
Smt. Manjula Prasher, Secretary,  Department of Posts, Sri Subhasish Sarkar, Member (Operation), Postal Service Board, Sri R.R.P Singh, Chief PMG, WB Circle, Sri S.K.Sinha, CGM (MB) were present in this  inauguration.
The gracious presence of Sri B.N.Som, Retd. Director General, Dept. of Posts, Sri S.B.Bhattacharya, Retd. Member, PSB, Sri B.K.Das, Retd. CPMG, and Sri M.K.Banerjee, Retd. CPMG made a grand success.
AMPC Kolkata is an important milestone for the Department of Posts in its attempt to provide a reliable, efficient, safe and cost effective postal service to the nation. AMPC Kolkata has been set up with the aim of modernizing mail processing in India Post. A Letter Sorting machine (LSM) and one Mixed Mail Sorter (MMS) have been installed at AMPC Kolkata. These sorting machines utilize state-of-the-art Optical Character Recognition (OCR) - Video Coding System (VCS) that can read the address written on the mail pieces and sort them to the correct destination.

 Attention of all stakeholders is invited to the illustrative list of documents acceptable as proof of identity and address in terms of the KYC requirements and as provided In the offer document of National Pension System. Basing on the revised guidelines on obligations under PMLA, 2002 as amended by Prevention of Money Laundering (Amendment) Act, 2009 and in order to bring In uniformity and alìgn the KYC documents required for opening of accounts under NPS with those required by other financial sector institutions, it has been decided to replace the existing KYC document list with a new set of documents as provided in Annexure I for both entry and exit under National Pension System (NPS). 
 Annexure I referred above is being attached herewith for information and use of all. The new KYC norms as per this circular will come Into effect from 10/02/2013. The above guidelines will be applicable for all variants of National Pension System. The circular has also been placed on PFRDA website at http://www.pfrda.org.in

The following may be noted for a better understanding of the issues related to accepting KYC documentation as mentioned above:
 a) If the address on the document submitted for identity proof by the prospective Customer is same as that declared by him/her in the account opening form, the document may be accepted as a valid proof of both identity and address .
 b) If the address indicated on the documents submitted for identity proof differs from the address mentioned in the account opening form, a separate proof of address should be obtained.

DPC FOR PROMOTION TO JAG, IPoS, GROUP "A"

Result of DPC for promotion to JAG, IPoS, Group "A" is likely to be released soon. About 33 STS Officers are in the zone of consideration and maximum will be IPLine officers.

REVISED NORMS FOR THE OPERATIONAL ACTIVITIES AT SPEED POST SORTING HUBS, INTRA-CIRCLE HUBS AND COMPUTERISED REGISTRATION CENTRES.

Reference is invited to the Directorate Memo No. 30-64/2009-D dated 08.10.2009, vide which ad-hoc norms for processing of Speed articles at Speed Post Centres were circulated. Attention is also drawn to the Directorate Memo No. 28-5/2006-D dated 13.09.2006, vide which norms for processing of registered articles at Computerized Registration Centres (CRs) were circulated.
2.         The matter relating to revision of norms for various activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs was under examination at this Directorate . Based on the Wok Study undertaken by the Directorate with respect to Speed Post operations at Speed Post Centres (restructured as ‘Sorting Hubs’ as part of Mail Network Optimization Project) and extension of operational processes followed at  Speed Post Hubs and Intra-Circle Hubs to the CRCs, norms for various activities have been revised. The revised norms are given at the Annexure and would be applicable to Speed Post Sorting Hubs and Intra-Circle Hubs as well as CRCs.
3.         The revised norms for activities at Speed Post Sorting Hubs, Intra-Circle Hubs and CRCs would be applicable with immediate effect.
            This issues with the concurrences of Integrated Finance Wing and approval of Secretary (Posts)

Railways Launches Toll Free Helpline Number for Catering Related Complaints 
The Ministry of Railways has set up a central monitoring cell with the toll free number i.e. 1800-111-321 for the convenience of railway users to register their complaints regarding railways’ catering services like food quality, over charging etc., both at railway stations and in running trains. Announcing this, here today, the Minister of Railways, Shri Pawan Kumar Bansal said that this facility is available all seven days from 7 A.M. to 10 P.M. when during this time generally the food is served to the passengers. 
The Minister said that as soon as the complaint is registered, all possible actions will be taken on real time basis to address that complaint. This facility has started functioning, he added.

Central Government has a proposal to introduce a new Health Insurance Scheme for the CGHS beneficiaries, is there any time frame to implement the scheme to Central Government employees and Pensioners..?
The below answer was given by the Minister of Health and Family Welfare Shri.Ghulam Nabi Azad to the question above mentioned in the Lok Sabha as follows...
"It has been a constant endeavour of the Government to improve the health care facilities for the Central Government employees and pensioners under the Central Government Health Scheme (CGHS) and Central Services (Medical Attendance) Rules, 1944. In addition, Government has mooted a proposal for introduction of a Health Insurance Scheme for the Central Government employees and pensioners with special focus on Non-CGHS areas. 
Proposals were invited from the Insurance companies in March, 2010. However, it was subsequently decided to initiate the process afresh after obtaining the approval of Planning Commission and inclusion of the scheme in the 12th Five Year Plan (FYP). "No specific time frame can be given for introduction of the health insurance Scheme".

The period prescribed for adhoc service under the Central Government and rules laid down for making adhoc service permanent…
The total period for which the appointment/promotion may be made, on adhoc basis, is limited to one year. In case there are compulsions for extending any adhoc appointment/promotion beyond one year, the approval of the Department of Personnel & Training has to be sought. Also, the Department of Personnel & Training has delegated powers to the administrative Ministries/Departments for appointing the officials of Group ‘C’ and erstwhile Group ‘D’ posts on ad-hoc basis upto a period of three years, in consideration of exigency of work.
As per the extant policy of the Government, all posts are to be filled in accordance with provisions of the applicable Recruitment Rules. Promotions/appointments on ad-hoc basis are resorted to in exceptional circumstances, to a post which cannot be kept vacant in consideration of its functional/operational requirement. Such ad-hoc appointees have to be replaced with regular incumbents, selected in accordance with procedure prescribed in the relevant applicable statutory Recruitment Rules, at the earliest. In view of this, there is no requirement of making ad-hoc service permanent.
The above information was submitted as a written reply to a question in the Parliament by the Minister Shri.V.Narayanasamy on 19th December 2012.

The Minister of Personnel, Public Grievances and Pensions Shri.V.Narayanasamy said in a written reply to the Lok Sabha on 5th December 2012 as follows...
"There is no such proposal at present. As per Fundamental Rule 56, except as otherwise provided in the Rule, every Government Servant shall retire from service on attaining the age of 60 years".

MTNL is the first Telecom Service Provider in these Metros to offer high quality Video calling service in the two cities. Ahmedabad based ICT solutions provider Sai Infosystem (India) Limited is the Technology partner of MTNL for this Next generation Video calling service. This service can be availed over existing MTNL connection.
Any MTNL customer can now avail this service to make high quality Video call through MTNL’s landline or Fibre network. Video conferencing so far costly will now be easily available to business and Government offices. MTNL shall provide special PVC (Private virtual circuit) on broadband connection through which traffic of Video calls will flow.
With the launch of Video Telephony, organizations can have instant face-to-face meetings, sales reviews, and training sessions at 25% of the current cost. Apart from desk-to-desk calling, these Video Phones can also be connected to large screens like TV/Projector for Video Phones will work simultaneously with landline and broadband.
Using this service, calls can be made within India on MTNL / BSNL HD-Voice and Video Telephony network. Video call charges are Rs. 2.50 per minute.

Since these clarifications are of immense importance and would affect the emoluments of the Railway employees, the same are urgently required to be circulated to the General Managers of all the Zonal Railways and Production Units.
Your personal intervention in this matter is, therefore, sought to get these OMs of the DoP&T circulated to all the Railways and Production Units without further loss of time as more than three months’ time has already elapsed after circulation of the same by the DoP&T.

Action against Government Servants who get appointment on the basis of false SC/ST/OBC certificates.

Sub:- Action against Government servants who get appointment on the basis of false SC/ST/OBC certificates.
The undersigned is directed to invite reference to this Department’s OM No.11012/7/91-Estt.(A) dated 19.5.1993 which provides as under:-
"Wherever it is found that a Government servant, who was not qualified or eligible in terms of the recruitment rules etc., for initial recruitment in service or had furnished false information or produced a false certificate in order to secure appointment, he should not be retained in service. If, he is probationer or a temporary Government servant, he should be discharged or his services should be terminated. If he has become a permanent Government servant, an inquiry as prescribed in Rule 14 of CCS (CCA) Rules, 1965 may be held and if the charges are proved, the Government servant should be removed or dismissed from service. In no circumstances should any penalty be imposed".
2. The position was reiterated vide this Department’s OM No.42011/22/2006-Estt.(Res.) dated the 29th March, 2007 that the cases other than those protected by the specific order of the Apex Court should be dealt with in accordance with the instructions contained in the aforesaid O.M. However, it has been observed that disciplinary proceedings in the cases involving appointments on the basis of false/fake caste certificates take considerable time and the persons who have secured employment on the basis of false caste 
certificates enjoy the benefits of Government service whereas such Government servants should be removed / dismissed from the service at the earliest.
3. It is requested that disciplinary enquiries involving the matter of securing jobs on the basis of false/fake certificates should be completed in a time bound manner and unscrupulous persons who have got appointment on the basis of fake/ false caste certificates should not be retained in service and should be dismissed / removed thenceforth.
4. Contents of this OM may be brought to the notice of all concerned.

OFFICE MEMORANDUM

Subject: Regarding tests/investigations at private hospitals / diagnostic laboratories / imaging centres empanelled under CGHS.

   The undersigned is directed to refer to the Office Memorandum of even no. dated 1st January, 2013 on the above subject and to further lay down the procedure for getting the diagnostic tests / investigations carried out at the CGHS empanelled private hospitals / diagnostic laboratories / imaging centres on a valid prescription issued by a CGHS Medical Officer / Government Specialist, without a referral / permission letter from the Department concerned or CMO-in-charge of CGHS Weliness Centre, as the case may be.

2. The CGHS empanelled private hospitals / diagnostic laboratories / imaging centres shall perform the investigations /diagnostic tests as prescribed by the CGHS Medical Officer /Government Specialist on cashless basis to the CGHS pensioner beneficiaries, ex-MPs, freedom fighters and other eligible categories of CGHS beneficiaries, who are presently eligible for credit facility, at CGHS approved rates, only in respect of the tests / investigations for which CGHS rates are available.

3. The Serving beneficiaries will not require any permission from their Department for getting the diagnostic tests / investigations carried out in a CGHS empanelled private hospital /diagnostic laboratory / imaging centre in respect of investigations for which CGHS rates are available. They will get the prescribed tests done on payment basis and claim reimbursement from their Office.

4. For providing cashless facilities to the eligible CGHS beneficiaries, the empanelled private hospital / diagnostic laboratory / imaging centre shall obtain the prescription either in original or self-attested copy of the prescription and self attested photocopies of the CGHS card of the patient and the CGHS card of the main CGHS card holder beneficiary and enclose the same with their bills for claiming payment from CGHS or the Department concerned, as the case may be. The hospital / diagnostic laboratory / imaging centre shall
however, verify the self attested copies from the original prescription / CGHS cards, before allowing the credit facility to the eligible CGHS beneficiary.

5. The medical prescription issued by a CGHS Medical Officer / Government Specialist prescribing diagnostic tests / investigations shall be treated as valid for a single use within a period of two weeks from the date of prescription unless specifically provided otherwise by the Government Specialist in the prescription, about the date or period after which the prescribed tests are to be conducted for a follow up treatment. The medical prescription would require revalidation or issue of a fresh prescription from the prescribing CGHS doctor/Government Specialist for getting the prescribed tests done after expiry of the validity period of two weeks, as indicated above.

6. The CGHS empanelled private hospitals / diagnostic laboratories / imaging centres shall provide cashless facilities to the serving CGHS beneficiaries entitled for credit facilities in terms of this Ministry’s OM No Rec.1-2008/ Gr./CGHS/Delhi/CGHS (P) dated 10.06.2008, on submission of a self attested photocopy of his / her identity card issued by the Department / Ministry, alongwith self attested photocopies of the CGHS card of the patient and the main cardholder. The hospital / diagnostic laboratory / imaging centre shall enclose the above documents with their bills to the Department concerned for claiming payment.

General Budget 2013 : NFIR Proposals for General Budget - 2013
NFIR writes to Finance Minister some proposals to consider for inclusion in the General Budget 2013. The proposals are as follows...
General Budget-2013 — Consideration of NFIR’s proposals.
The NFIR requests the llon’ble Finance Minister to kindly consider following proposals for inclusion in the General Budget-2013 which would provide relief to over 34 Lacs of Central Government employees (including 14 Lacs of Railway employees) and also other workers.
1.Annual income amounting to Rs.5 Lacs may be exempted from the purview of income tax in view of steep rise in prices of essential commodities.
2. Since the percentage of Dearness Allowance has crossed 50% of pay long ago there is thus immediate need for setting up of VIIth Central Pay Commission, Aflernalively, the Government may consider setting up of Permanent Wage Revision Board.
3. 50% DA may be merged with pay as was done in the year 2004.
4. Bonus Act may be amended for ensuring payment of Bonus including that of Productivity Linked Bonus (PLB) on actual monthly wages, alternatively, the limit may be enhanced to Rs.10,000 for payment of PLB to Railway employees.
5. Since New Pension Scheme is anti staff and does not carry safe guards admissible under the Pension Rules (1993), the New Pension Scheme needs to be scraped.
6. Additional pension be allowed to the retired Central Government employees on attaining 70 years of age.
7. In the wake of mass retirements during the coming years it is possible that there may be shortage of skilled and qualified personnel. NFIR proposes upward revision of retirement age on superannuation from 60 to 62 years.
8. Thousands of contract workers have been engaged in the Public and Private Sector industries with a meager salary. This way, the exploitation of poor labourers is going on unabatedly. We are demanding abolition of contract labour system in all the industries, particularly the Government owned sectors. Till such time a policy is framed, we propose that the same remuneration as that of permanent workers be paid to the contract workers as well as outsourced workers.
9. The perks/fringe benefits presently being availed by the workers including private sector workers as incentive be considered for exemption from the taxes.
10. Transport Allowance paid to the Central Government employees including Railway employees may be exempted from the purview of income tax.
11. For adequate career growth of Teachers and Lecturers of Central Government Institutions, the Modified Assured Career Progression Scheme (MACPS) may be made applicable to them.
12. Earned Leave & LHAP to the Teachers and Lecturers of Educational Institutions under Central Government:-
The VI CPC had recommended half pay leave to Teachers, Principals, Headmasters etc., The Government while allowing half pay leave as recommended by VI CPC had withdrawn the privilege of 10 days leave average pay which action was injustified. Hence leave average pay be restored.
NFIR is confident that the Hon’ble Finance Minister would give serious consideration to the above proposals for making Budget announcements.
